POA
Management Services
Empire Management manages POAs throughout the Eastern United States, Texas, and Oklahoma.
We handle the financial, administrative, and operational work required to keep a POA running, from assessments and budgeting to owner communication, vendor coordination, and board support.
With more than a decade of experience managing community associations across multiple states, we support both established and developing POAs.
What is POA Management?
POA management is the day-to-day administration of a Property Owners Association and its responsibilities.
Each POA is different. Some communities have extensive common areas and amenities, while others do not. Regardless of the structure, POAs require consistent operational and administrative support.
In practice, good POA management keeps routine issues from piling up on the board. Owners know where to direct questions, financial responsibilities stay organized, vendors have a clear point of contact, and recurring matters are handled through established procedures instead of being addressed from scratch each time.
Empire Management handles the core responsibilities involved in managing a POA, including:
Owner communications
Assessment collection
Budgeting and financial management
Covenant and deed restriction enforcement
Architectural reviews
Vendor coordination
Utility coordination
Board and annual meeting support
Committee coordination
Recordkeeping
Policy and procedure development
Developer turnover and transition
Assessment Collection And Financial Management
Assessments fund many of the expenses required to operate and maintain a community.
Empire Management collects assessments and gives owners clear ways to make payments and get answers about their accounts. When an account becomes delinquent, we follow the association’s established collection procedures.
We develop budgets around the POA’s operating needs and present them to the board for review and approval.
If the association already has a budget when Empire Management becomes involved, we use it as a starting point. For developing communities without one, we work with the developer to create a budget based on the community’s specific needs.
Day-to-Day Management, Taken Care Of
Vendor and service coordination
POAs often rely on outside vendors to maintain community services and fulfill association responsibilities.
When a POA needs a new vendor or service provider, Empire Management can solicit bids, review proposals with the board, and coordinate the selected provider.
The board remains involved in the decision without having to manage every vendor relationship itself.
Support for developer-controlled POAs
Empire Management has extensive experience managing developer-controlled associations.
At the start of a developer-controlled engagement, we work with the developer to decide how to handle recurring issues such as architectural requests, fee waivers, purchase approvals, and owner questions.
Once those procedures are in place, Empire Management can manage routine matters without repeatedly going back to the development team for direction.
As more of the community is built out, the POA may take on expenses and responsibilities that previously belonged to the developer. Empire Management adjusts the budget, vendors, and day-to-day operations as those responsibilities shift.
Preparing for the transfer of control
The community's governing documents establish the requirements for transitioning a POA from developer control to homeowner control.
The transition may be triggered after a specific period, once a certain number of properties have been sold, or after another event identified in those documents.
Empire Management tracks progress toward that trigger so preparation can begin before the transition is required.
Our transition support can include:
- ✓Soliciting candidates
- ✓Sending required meeting notices
- ✓Coordinating with association counsel
- ✓Conducting in-person or virtual turnover meetings
- ✓Providing administrative support throughout the transfer of control
Management Built Around Your Community
Administrative support for your board
Board members should not have to personally manage every administrative task involved in running the community.
We handle much of the administrative work behind the board, from preparing for meetings and maintaining records to communicating with owners and carrying out board decisions.
We can also assist with meeting agendas, minutes, notices, and other meeting responsibilities.
Governing documents in everyday operations
A POA’s governing documents establish how the community operates. But those requirements still have to work in everyday situations.
We use the governing documents to establish how recurring association matters should be handled day-to-day. When a matter requires legal interpretation or guidance, we can coordinate with association counsel.
A clear point of contact for property owners
Property owners need a clear place to go with questions about the association.
Owners can bring routine association questions directly to Empire Management. If an issue needs input from the board, developer, or another professional, we make sure it reaches the right person.
Owners know where to go, while the board or developer does not have to field every routine question.
Experience Managing Community Associations
Empire Management has served community associations for more than a decade across multiple states and development stages.
Our experience spans both developer-controlled and homeowner-controlled associations.
